When the Israelites went astray, they needed Godly Leaders to bring them back to God. God understood this and provided what they needed.
Then the LORD raised up judges, who saved them out of the hands of these raiders. Yet they would not listen to their judges but prostituted themselves to other gods and worshiped them. They quickly turned from the ways of their ancestors, who had been obedient to the LORD's commands. (Judges 2:16-17 NIV)
Whenever the LORD raised up a judge, God empowered them to lead. In the Old Testament days, God did not pour out His Spirit on anyone or everyone. Instead, God empowered certain individuals to fulfill certain tasks like prophesy or leadership. God poured out HIs Spirit on the Judges so they could lead Israel back to God after they had been far away.
Whenever the LORD raised up a judge for them, he was with the judge and saved them out of the hands of their enemies as long as the judge lived; for the LORD relented because of their groaning under those who oppressed and afflicted them. (Judges 2:18 NIV)
Judges were empowered by God in the same way that we are empowered today. Back then, the Holy Spirit was only given to certain individuals. Today, God pours out His Spirit on all nations. All of us who come home to the Father through the Son receive the Holy Spirt. This empowers us to walk together with God. Not only that, The Spirit empowers us to lead others back to God who are far away. We are empowered to empower one more.
